Implement Channel Manager menu changes for working with XPages

When the page displayed by the site is an XPage, the 'Page' menu that is used for HST pages is hidden and the XPage's 'Page' menu is displayed. The (disabled/enabled state of the) options on the menu depend on the state of the XPage:

What it comes down to is that the second section of the menu displays the options that in the content perspective would be available on either the Publication menu, or the Request menu or the Project* menu.
