Page action Move is enabled on a locked page

Steps to reproduce (from Gherkin):

• When user logs in as editor
  And user navigates to channel "Hippo Acceptance Project"
  And user creates new page ubuntu
  And in "second" browser, user logs in as editor2
  And in "second" browser, user looks at perspective Experience manager
  And in "second" browser, user navigates to channel Hippo Acceptance Project
  And in "second" browser, user opens the sidenav
  And in "second" browser, in left side panel in tab sitemap user search "ubuntu"
  And in "second" browser, user clicks sitemap item ubuntu
  Then in "second" browser, page action "Properties" is disabled

Expected result:

**Page action "Move" is disabled

Actual result:

**Page action "Move" is enabled
