Unable to delete/cancel reviewed actions workflow ticket

In CMS:

• login as author
• go to published document
• request 'take offline'
• logout
• login as editor
• click on ticket
• select document
• both take offline and accept request are show (also bug?)
• click take offline

Now the ticket still exists, but cannot be accepted canceled, rejected, etc.

If an error occurs with the ticket (or invalide state or something) cancel and reject ticket should just delete the ticket.
