      See CMS-13523/CMS-13432

      In there we added support for xpages layouts in hst config. For PaaS, it is only supported below hst:configuration and not below hst:workspace

      For SaaS, it should not have a separate 'hst:xpages' section, but just between normal pages (just like abstract pages)
