Avoid creation of "folder" tabs

    Description

      Along with the recent feature of deep linking to folders from the content perspective, the undesired behavior has been introduced with this. Navigation back in the web browser causes the creation of "folder" tabs which should be skipped. Only document tabs should be created during "forward" navigation. Navigation back should just restore the state.
