Make the XPage in CM unmodifiable (locked?) in case an author did a request for publication

For normal documents, in case an author did a request for publication, the document cannot be edited any more until published or the request has been canceled

It doesn't make sense that in this 'locked' case, an author/editor could still modify the XPage layout in the CM, therefor make sure it is locked (or shown unmodifiable) there as well (perhaps with a lock hint?).

XPage cannot be edited, the overlay just highlights the components that have been changed (component properties in dialog/sidepanel are displayed as read-only). 
Add component option and certain menu options on the XPage menu are disabled as are the tabs on the right sidepanel.
