[Content editor][Backport]When the document is kept as draft, there should be a subset of actions that need to be enabled

    Description

      Now, when the document is saved as draft, almost all the document actions are enabled, but the Add to project. To be consistent, the only actions that should be enabled when the document is saved as draft should be:

      • Edit
      • Edit draft
      • Document info
