[Channel Manager][Backport] When a document has been kept as draft the CM will show the draft variant

As a cms user when I view a document in the channel manager
and that document has been saved as draft
then I see the draft variant of that document
so the behaviour of documents kept as draft
is consistent with document that are saved
in the traditional way.
