Backport to release/14.2: In some cases, adding a component after another one is not possible

Precondition:

Have an empty component added in a channel, and after that component another component.

Steps to reproduce:

1. Go to the Experience manager

2. Go to the channel from the precondition step.

3. Open the components menu.

4. Select a component to be added

5. Try to place it after the empty component

Expected result:

The buttons for adding component are not lost when trying to select a plus button which overflows to the next component.

Actual result:
