[Content Editor] Take offline actions available for offline transferable document

Reproduction:

• Open a published document (e.g. http://localhost:8080/cms/content/path/content/documents/hap/content/sample-document)
• Make a copy of the document (Document -> Copy ...)
• Click Edit button on the copy
• Make a change and click "Keep draft"
  Expect: None of the Publication actions is available
  Actual: Actions "Take offline" and scheduled variant are available.

Trying to perform such an action results in an error,.
