The resource bundle editor plugin should have a separate module for cms and repository (platform)

Currently, the resourcebundle editor only has a single module containing repository bootstrap data AND cms UI code.

This is not how we typically want it since in case of 'platform' (repository) deployment without cms, we do not want to deploy cms UI code. That now has to be done since the bootstrap content is in the same module
