Add workflow to Value List documents

Value list doc type does not have workflow (does not extend hippostdpuwf:document): it is really the odd one out which is not understood by partners and other devs and users.

To align with other types, we should add workflow, which is not a straightforward change in terms of upgrade path.

We need an updater to reload the bumped namespace and that sets the correct properties on already existing documents.
