Selections: Author cannot save a valuelist

If one log-ins to the demo cms as an author, they can make new valuelists and edit them too.
But, they cannot save the document. Please find the attached log

Happens in the demo cms, with
cms version:- 2.24.07
repo version:- 2.24.09

also, when using
cms version:- 2.24.07.1
repo version:- 2.24.09.1

Reproduction Paths:-
First Scenario
In the demo cms, login as an author.
Navigate to /content/documents/hippogogreen/common/valuelists/categories
Click on edit button and change an entry.
Save the document. The CMS does not respond. Does not save.

Second Scenario
In the demo cms, login as an author.
Navigate to /content/documents/hippogogreen/common/valuelists/
Add a new valuelist
Add some content and try to save it
CMS does not respond and does not save.
