Add option to java components to retrieve valuelists easily

The Selections tool now generates the valuelistmanager.xml file. Great stuff. The next step is to make the valuelists easily available to the templates. I propose to use a component parameter for that. Name it "valuelists" and have as a value a comma separated list of valuelists. If that parameter is there, the component should retrieve the list(s) from the ValuelistManager and put them on the request with the list name as attribute name.

Note: the parameter is not supposed to show up in a property dialog in the Channel Manager, so it should not be part of a ComponentInfo class.
