Move HippoImageFileMapper out of HCM and into the CMS

HippoImageFileMapper implements an optimised strategy for determining the filename of images exported from repository content. It depends on node types defined in the CMS, and therefore, it should be moved into the CMS.
When doing so, we'll also need to move the ValueFileMapper interface and AbstractFileMapper class into the API module, so the CMS can access them.
