Provide Console based HCM module configuration import (runtime)

Provide a CMS Console feature to import a zip file containing HCM module configuration (hcm-config, hcm-content) definitions.
These configuration definitions will not be(come) part of the ConfigurationModel (runtime, baseline), just only applied against the repository itself.
So this is akin to a user making all the changes within the configuration definitions manually, but in this case 'scripted' through yaml.

Note, this is currently considered non-critical but a high priority among the optional requirements for v12.
