Implement REST APIs for all RuntimeManager features, including auto-export

Provide REST APIs for the following functions:

• Export current configuration baseline as zip
• Export diff from effective configuration against configuration baseline (HCM-78) as zip
• Trigger "auto-export" HCM-80

If possible with minimal additional work, also provide these functions:

• Read configuration from deployed war files and validate without applying
• Apply validated configuration to JCR and store as a new baseline

If these cannot be delivered, move them to new JIRA tickets.
