Do not create preview configurations for channels in developer mode

For production systems the existence of -preview HST config structures is necessary to make the publication workflow of channel configuration possible. When developing however, this function is not very practical. Developers have to edit hst configuration directly in the repository. Due to the complexity of the configuration it is very easy to make a mistake and edit the incorrect structure.

To keep an overview of your work you must either: regularly remove the -preview structures or apply the changes to both live and preview structures. Both methods are error prone.

To have a developer mode for the hst configuration where there are never made any copies into -preview structures would be a big improvement for the work of developers.

I think it is advisable to show a very clear warning to editors when a channel is brought in edit mode and there are no -preview structures created.
