Ordering: implement delayed order-before rules when recalculating order-before

This is an improvement issue for the AutoExport functionality to recalculate orderBefore meta instructions for config definitions. OrderBeforeUtils#insert contains a TODO to implement support for delayed ordering for config definitions, similar to the implementation in ConfigurationTreeBuilder. Currently, #insert implements the logic that if it encounters an unknown orderBefore, it add the node as the last sibling.
