Improve message for create page when no prototypes are available

Also see the attached screenshot. What is confusing is that there are no prototypes. That is the reason why you can't add new pages. Not because the sitemap is not editable (in this case....it can be the case when there is no sitemap below hst:workspace)

We need to differentiate between the two different scenarios in the message which is displayed
