Allow channels device widths to be defined globally on hst:channels rather than per channel

The ability to define the channel widths for the channel manager in HippoCMS 11.2 is very useful but it would be even better if we could define this globally for all channels rather than on every languages for every site.

Ideally I would expect to be able to define this on the hst:channels node.
