Folder order dialog list scrolls to the top after selection and it should not

When you reorder a folder and the reorder folder window has a scrollbar, every time you select an item in the list the window scrolls back to the top.

Reproduction:

1. Create an archetype project

2. Install news

3. Create a lot of content (~30 documents) in one folder

4. Reorder the folder

5. Scroll down and click on an item

Expected: the item is selected

Observed: the item is selected and the window scrolls back to the top
