Channel Manager top/menu bar fails to load

    Description

      Often when I first open a channel in the CM, the page will load but the loading indicator will get stuck and the top bar / menu in the CM will not appear. A browser refresh always fixes this. See attached screenshot for console errors. This happens in the Pacific demo (spa).
