Add option to expand/collapse all content blocks within a document

    Description

      Both in visual editor and in content editor, users can expand and collapse content blocks.
      Currently, all blocks are expanded on opening the document.

      An option to collapse/expand all would be useful in both visual editor and content editor (and perhaps the default should be different as well)
