No network access, navapp still changes breadcrumbs and menus and no error is given

Steps to reproduce:

1. Login to navapp
2. Go offline
3. Select Experience manager

Actual result:

The breadcrumb is changed, no error given, even after waiting for 2 minutes. No progress indicator is active.

Expected result:

The progress indicator is active so the user will know that there is something waiting. Or an error is given after some time.
