Move navapp location to angular/navapp and remove navapp resource servlet and mappings

By default the CMS has a AngularResourceServlet defined for handling the path /angular/*. By moving the /navapp files & resources to /angular/navapp the custom servlet is no longer needed

Questions

• The Navapp uses ResourceServlet, the Angular resource servlet SecureCmsResourceServlet. Is there a use-case to have navapp resources publicly available?
