The back browser button in System panel does not behave properly

    Description

      Repro steps:

      • navigate to Setup (which is misleading term; setup is commonly used as verb for initial configuration)
      • In the System panel, select a detailed panel
      • Click back

      expected: to be back in System page
      actual: back in Home
