Default editors and authors cannot see /formdata

On 14, e.g. in the eforms demo module, an editor can get access to the Form Data Exporter if its editor group is assigned user roles "xm.system.user" and "xm.form.user"

First, the Form Data Exporter is below "Setup", doesn't fit IMO in wording.
Second, the Setup > System option is now also visible. Shows an empty screen but still.
Third, the Form Data Exporter doesn't show any data. The /formdata node isn't visible for editors.

A internal discussion led to the conclusion that we lack now an "xm.formdata.reader" data access role, next to the "xm.formdata.writer".
