Use navapp l10n resources from the cms-engine module

With release 14.0.0 the navapp resources are packaged with the CMS. To make integration easier use the en.json packaged with the CMS instead of having an extra dependency on the navapp resource jar.

As the l10n toolins searches for 'angular/./i18n/..json' and the navapp resources are in /navapp... query must be updated until the path is updated to start with angular/. For now the navapp does not work properly served from a location with a path.
