Add PUBLIC_URL env variable to React SSR example

The PUBLIC_URL variable will be used to set the 'assetPrefix' option and is exposed to templates so developers can use it to reference static resources.

This allows developers to have absolute URLs for assets and statics, which allows us to simplify the URL Rewriter rules and work around proxy issues.
