13.1.1 pulls in far too many jars in CMS

A CMS from 13.1.1 archetype contains 292 jars in WEB-INF/lib, one from 13.1.0 contains 246. 

Removal of javax.activation-1.2.0.jar in CMS-11834 seems to be causing most of this, incoming jars through org.apache.tika:tika-parsers. See below the list of added jars (48 since 2 jars were removed as well).
