Reporting frontend module does not include license file for C3/D3

The reporting/frontend module in the CMS packages the C3 and D3 JavaScript libraries (as result of CMS-11720). The resulting JAR file should therefore also include a LICENSE and ADDITIONAL-LICENSES.yml file to cover the licenses of C3 and D3 (similar to how that's done in, for example, the console/frontend module).
