Evict hippo-cargo-extensions from the release train

The hippo-cargo-extensions module is used in the community release POM as part of the cargo.run profile. This causes a problem with our release process, since new versions are not immediately disclosed to the community, but we also do not want to add the enterprise maven repository as a plugin repository.

Since this module is not expected to be updated frequently, we will evict it from the release train and update it separately from the rest of the product.
