Update wootric code to exclude localhost instances

We need to stop the Wootric survey from triggering on localhost instances- developers are getting super annoyed with it!

According to the Wootric contact:

• this cannot be done in settings
• we need to modify a code snippet which was used when setting Wootric up: we need to modify it to 'include conditions that will mean it will only fire when NOT a localhost instance'
