AbstractLink no longer alters its markup to render itself as disabled

Impact: small. I don't think the markup change impacts us, but the method isLinkEnabled() has been removed, and should be replaced with isEnabledInHierarchy(). There are 12 cases of isLinkEnabled() in the code base.
