Change 'merge' button text

Please see the attached image.

Acceptance Criteria

1) The button no longer reads 'Merge' but instead reads 'Release'
2) A tooltip is added to the button which explains what will happen if the user clicks it

Reason for change: people were unsure what the purpose of the button was
