Make the 'add to projects' action implicit

Acceptance Criteria

1) When a user edits or creates a document within the context of a project they no longer have to explicitly add the document to the project they are operating within; the document is immediately added to the project based on being created or edited within the project context
2) Messaging is added to the VE panel reminding the user of the context they are working within; whether core or a project context

Reason for ticket: users didn't understand the purpose or need for the 'add to project' button
