Change reject dialogue text-placement in content perspective

Acceptance Criteria

1) The reject dialogue box shown to users in the content perspective see reject_content_perspective (when they reject a document as part of a project) needs to have the same textual placement as the reject dialogue box in the projects feature see reject dialogue_projects: the info text is displayed above the feedback field (and below the 'Feedback' title)

Reason for change: the current placement of the text in the content perspective dialogue results in users user not knowing that rejecting a document would make it editable again.
