[Backport to 11.2][Regression] System doesn't open referenced document from publish dialog.

Scenario:

1. Create 2 documents e.g. test1 and test2.
2. Link test1 to test2.
3. Open publish dialog for test2.
4. Tick check box next to test1 and click 'Show selected document in background' button.

Expected: Test1 should be shown in background.

Problem: Nothing happens.

Note scenario is reproduced in 'Publish' and 'Scheduled publish' dialogs.
