When all actions below a menu item for a document are disabled, still show the main menu item

It is very confusing that in case that for example all actions below 'publication' are disabled, that the entire 'publication' button is gone: Instead, the publication button should be visible but disabled. The rationale is:

If a menu is never visible for a user, don't show it, but if it is disabled for a user because of a certain state of the document, it should be shown disabled
