Disable/hide UI of broken broken links checker

For years now, the broken-links checker functionality in the CMS is broken itself. Recently, the stakeholders decided to put fixing it on the long(est) term backlog (i.e. "no priority"). In order to avoid that people start or continue using the broken broken links checker, we should therefore disable or even hide the UI of the feature (look for minimal effort).
