Make a consistency checker using JR 2.14.x

    Description

      Current consistency checker (hipop-addon-checker) is against JR 2.10.1-h3
      We need to branch the hippo-addon-checker tool and make a 1.03.00 version against JR 2.14.x that includes the fix of REPO-1750

      Also note we can best start using log4j2 since that is used everywhere in CMS 12, so most clean to also do this for the checker tool. For building the uberjar, we thus need similar steps as in HCM-181
