Regression: Link dialog does not show for request-publication (author) when document is published with unpublished links

Higher priority as this breaks regression tests

Steps to reproduce

1) Login as author and create a document. Create another document with link to the first document. Do not publish these documents.

2) Do a request-publication of the document with the link

Expected: Dialog is shown with links that are not yet published

Actual: No dialog

The dialog does show when publishing or scheduling a publication for editors.
