Forward port to 11.2: Warning when creating document in non-translated folder

Steps to reproduce:

• Create a new 10.0 Archetype project
• In the CMS create a new root folder in the document section of type non-translated folder
• Create a new Document (e.g. Value List) in the new root folder
• Warning symbol appears in the top and warning is shown in terminal:
  [INFO] [talledLocalContainer] 14.07.2015 15:00:57 WARN http-nio-8080-exec-6 [LocaleProviderPlugin.getLocale:103] Unknown locale inherited - from query

Expected no problems, so no warning symbol and no warning in console
