[backport 11.1] html character entities containing digits are not normalized correctly

To reproduce:

• Open a document with a rich text field, switch to CKEditor source mode
• Enter for example the entity ¾
• Click "Save and Close"

Note that this only occurs when directly saving in CKEditor source mode. Entering the entity and then switching to wysiwyg mode does correctly normalize the html character entity.
