[backport 11.0] adjust project and release poms for new hippo-essentials-components artifact

What remains to be done is:

• update the dependency version in the site module of the archetype and dependencies section of root pom
• add new version label in the release pom
• add dependency to hippo-essentials-components-repository in hippo-package-shared-dependencies
• update HAP, plugin-dashboard-documents demo and update their dependencies
• update l10n plugin config in release pom to include the new prefix
