[Forward port to 11.1] Image cropping not allowed for variants large than the original when upscaling flag is up

When an image variant has dimensions larger than the original, and upscaling=true on the variant, manual cropping is not allowed.

Reproduction

• In a 10.2.0 archetype, add new image set in the Gallery manager tool
• Add a new image variant with landscape dimensions (e.g. wxh = 600x320) and upscaling is on
• In the gallery, upload attached small portrait photo (200x246)

Expected: cropping the added variant is possible
Actual: cropping is not allowed, button hover says "Not applicable: original image width is less than thumbnail width"
