implement alternative to CSV export/import

In practice, CSV files prove to be cumbersome for external translators to work with. This has nothing to do with the mechanism as such, but more with the tooling that is used by external translators such as Excel.

Alternatives that can be explored are Excel exports/importers using Apache POI, or using Google docs, or something else entirely as part of Translations PSP3 (RD-3202).
