Remove locale info usage from _rp requests for logged in cms user

    Description

      Many channel manager calls to _rp include some locale info about the language of the logged in cms user. For example [1], [2] and [3]. However, since CMS-10462, it is stored on the CmsSessionContext, so rather just pick the information from there instead of having to send it via each request
