Multi-user:Updated Channel settings should be shown to 2nd user if 1st user has already modified it

Steps to reproduce:
1.Login to CMS with admin in 1st browser
2.Login to CMS with editor in 2nd browser
3.Both admin & editor are in edit mode.
4.Admin changes channel-settings & save it but not publish it.
5.Editor clicks on "settings' to change the channel settings
6.Editor sees "Locked by admin" which is correct.
7.But notice values shown to the "editor" are old values and not the values modified by the admin user.

Expected:Updated channel settings values should be shown to "editor" whenever he clicks on "settings".
